The rise of global financial markets in the last decades of the twentieth century was premised on one fundamental idea: that capital ought to flow across country borders with minimal restriction and regulation. Freedom for capital movements became the new orthodoxy.
In an intellectual, legal, and political history of financial globalization, Rawi Abdelal shows that this was not always the case. Transactions routinely executed by bankers, managers, and investors during the 1990s--trading foreign stocks and bonds, borrowing in foreign currencies--had been illegal in many countries only decades, and sometimes just a year or two, earlier.
How and why did the world shift from an orthodoxy of free capital movements in 1914 to an orthodoxy of capital controls in 1944 and then back again by 1994? How have such standards of appropriate behavior been codified and transmitted internationally? Contrary to conventional accounts, Abdelal argues that neither the U.S. Treasury nor Wall Street bankers have preferred or promoted multilateral, liberal rules for global finance. Instead, European policy makers conceived and promoted the liberal rules that compose the international financial architecture. Whereas U.S. policy makers have tended to embrace unilateral, ad hoc globalization, French and European policy makers have promoted a rule-based, "managed" globalization. This contest over the character of globalization continues today.
The history of the modern social sciences can be seen as a series of attempts to confront the challenges of social disorder and revolution wrought by the international expansion of capitalist social relations. Vasili Rukhadze examines the factors that contributed to post-uprising leadership durability in the Ukraine, Kyrgyzstan, and Georgia in 2004–12, after these countries underwent their so-called “Color Revolutions.” Using structured, focused comparison and process tracing, he argues that the key independent variable influencing post-mobilization leadership durability is ruling coalition size and cohesion. He demonstrates that if the ruling coalitions are large and fragmented, as in the Ukraine and Kyrgyzstan, the coalitions disintegrate, thus facilitating the downfall of the governments. Alternatively, if the ruling coalition is small and cohesive, as in Georgia, the coalition maintains unity, hence helping the government to stay in power.
This study advances the debate on regime changes. By drawing a clear distinction between political leaderships that come to power as a result of popular uprisings and governments that take power through normal democratic processes, military coup, or any other means, the research offers one of the first studies on post-mobilization leadership. Rukhadze helps scholars differentiate between the factors that affect durability of post-uprising leadership from those factors that impact durability of all other political leadership, in turn equipping researchers with new tools to study power politics.
Why do weak states resist threats of force from the United States, especially when history shows that this superpower carries out its ultimatums? Cheap Threats upends conventional notions of power politics and challenges assumptions about the use of compellent military threats in international politics.
Drawing on an original dataset of US compellence from 1945 to 2007 and four in-depth case studies—the Cuban Missile Crisis, the 2011 confrontation with Libya, and the 1991 and 2003 showdowns with Iraq—Dianne Pfundstein Chamberlain finds that US compellent threats often fail because threatening and using force became comparatively “cheap” for the United States after the Cold War. Becoming the world’s only superpower and adopting a new light-footprint model of war, which relied heavily on airpower and now drones, have reduced the political, economic, and human costs that US policymakers face when they go to war. Paradoxically, this lower-cost model of war has cheapened US threats and fails to signal to opponents that the United States is resolved to bear the high costs of a protracted conflict. The result: small states gamble, often unwisely, that the United States will move on to a new target before achieving its goals.

As the aspirations of the two rising Asian powers collide, the China-India rivalry is likely to shape twenty-first-century international politics in the region and far beyond.
This volume by T.V. Paul and an international group of leading scholars examines whether the rivalry between the two countries that began in the 1950s will intensify or dissipate in the twenty-first century. The China-India relationship is important to analyze because past experience has shown that when two rising great powers share a border, the relationship is volatile and potentially dangerous. China’s Challenges and International Order Transition introduces an integrated conceptual framework of “international order” categorized by three levels (power, rules, and norms) and three issue-areas (security, political, and economic). Each contributor engages one or more of these analytical dimensions to examine two questions: (1) Has China already challenged this dimension of international order? (2) How will China challenge this dimension of international order in the future?

During China’s Cultural Revolution, Chairman Mao Zedong’s "rustication program" resettled 17 million urban youths, known as "sent downs," to the countryside for manual labor and socialist reeducation. This book, the most comprehensive study of the program to be published in either English or Chinese to date, examines the mechanisms and dynamics of state craft in China, from the rustication program’s inception in 1968 to its official termination in 1980 and actual completion in the 1990s.
Rustication, in the ideology of Mao's peasant-based revolution, formed a critical component of the Cultural Revolution's larger attack on bureaucrats, capitalists, the intelligentsia, and "degenerative" urban life. This book assesses the program’s origins, development, organization, implementation, performance, and public administrative consequences. It was the defining experience for many Chinese born between 1949 and 1962, and many of China's contemporary leaders went through the rustication program.
The author explains the lasting impact of the rustication program on China's contemporary administrative culture, for example, showing how and why bureaucracy persisted and even grew stronger during the wrenching chaos of the Cultural Revolution. She also focuses on the special difficulties female sent-downs faced in terms of work, pressures to marry local peasants, and sexual harassment, predation, and violence. The author’s parents were both sent downs, and she was able to interview over fifty former sent downs from around the country, something never previously accomplished.

The development of modern China’s most important export commodity, silk, is traced from the opening of the treaty ports to the 1930s. This study examines the silk industry, one of China’s most advanced traditional economic enterprises, as it moved into large-scale trade with the West. And it especially considers whether traditional economic organizations and practices encouraged or inhibited the expansion of the industry and its technological modernization.
The silk industry is presented as a microcosm of China’s encounter with the modern world market, focusing on such topics as the role of the state, the relationship between treaty ports and rural producers, the domestic market, and the financing and organization of the modern sector. While the view that only states act as global actors is conventional, significant diplomatic and cross-cultural activity is taking place in cities today. Economic growth and fiscal experiments all occur in urban contexts. Political reforms, social innovation, and protests and revolutions generate in cities. Criminal activities, terrorist actions, counterinsurgency, missile attacks (indeed, atomic bombs), and wars are centered in big cities. They are sources of global pollution as well as of environmental transformations such as urban gardening. Knowledge production, big data collection, and tech innovation all spur from intense interaction in cities. They are the meeting points between different cultures, religions, and identities.
These increasingly international cities develop twinning networks and projects, share information, sign cooperation agreements, contribute to the drafting of national and international policies, provide development aid, promote assistance to refugees, and do territorial marketing through decentralized city-city or district-district cooperation. Cities do what “municipalities” used to do many centuries ago: they cooperate but also enter into intense competitive dynamics. To understand current sociopolitical dynamics on a planetary level, we need to have two mental maps in mind: the state-centered map and the nonstate centered map. We must take into account the existence of a complex diplomatic regime based on different overlapping levels—the urban and the state.

Juliet Kaarbo examines the dynamics of these multiparty cabinets in parliamentary democracies in order to assess both the quality of coalition decision making and the degree to which coalitions tend to favor peaceful or military solutions. Are coalition cabinets so riddled by conflict that they cannot make foreign policy effectively, or do the multiple voices represented in the cabinet create more legitimate and imaginative responses to the international system? Do political and institutional constraints inherent to coalition cabinets lead to nonaggressive policies? Or do institutional and political forces precipitate more belligerent behavior?
Employing theory from security studies and political psychology as well as a combination of quantitative cross-national analyses and twelve qualitative comparative case studies of foreign policy made by coalition cabinets in Japan, the Netherlands, and Turkey, Kaarbo identifies the factors that generate highly aggressive policies, inconsistency, and other policy outcomes. Her findings have implications not merely for foreign policy but for all types of decision making and policy-making by coalition governments.
After World War II the United States faced two preeminent challenges: how to administer its responsibilities abroad as the world’s strongest power, and how to manage the rising movement at home for racial justice and civil rights. This book, through an examination of fifty-seven militarized disputes between 1947 and 2021, explains the life cycle of India-Pakistan rivalry in four phases: initiation; development; maintenance; and a possible transformation/termination. Mohan delineates five specific conditions that evolved the subcontinental conflict into a complex rivalry: first, its survival in spite of the Bangladesh War and the end of the Cold War; second, its linkage with other rivalries; third, the inclusion of nuclear factor; fourth, the dyadic stability in the militarized disputes and hostility level despite changes in the regime type; and fifth, the dyad’s involvement in a multilayered conflict pattern. To break this deadlock and mitigate their longstanding differences, Mohan proposes that India and Pakistan must reframe their national priorities and political goals so that the new situation or combinations of conditions would assist their peace strategists to downgrade the dyadic hostility and implement risky policies to make headway to a promising transformation.
When does a reigning great power of the international system supplement military containment of a challenging power by restricting its economic exchanges with that state? Scholars of great power politics have traditionally focused on examining a reigning power’s military containment of a challenging power. In direct contrast, Compound Containment demonstrates that these conventional studies are flawed without a sound understanding of the multilayered aspects of containment strategy in great power politics. Since economic capacity and military power are intimately linked to one another, countering a challenging power requires addressing both economic and military dimensions. Nonetheless, this nexus of security and economy in a reigning power’s response to a challenging power cannot be explained by traditional theories that dominate research in international security. Author Dong Jung Kim fills a gap in the scholarship on great power competition by investigating when a reigning power will make its military containment of a challenging power “compound” by simultaneously employing restrictive economic measures. Its main theoretical claims are corroborated by an analysis of key historical cases of reigning power-challenging power competition. This book also offers policy prescriptions for the United States by examining whether the United States is in a position to complement military containment of China with restrictive economic measures.

Gobat focuses primarily on the reactions of the elites to Americanization, because the power and identity of these Nicaraguans were the most significantly affected by U.S. imperial rule. He describes their adoption of aspects of “the American way of life” in the mid–nineteenth century as strategic rather than wholesale. Chronicling the U.S. occupation of 1912–33, he argues that the anti-American turn of Nicaragua’s most Americanized oligarchs stemmed largely from the efforts of U.S. bankers, marines, and missionaries to spread their own version of the American dream. In part, the oligarchs’ reversal reflected their anguish over the 1920s rise of Protestantism, the “modern woman,” and other “vices of modernity” emanating from the United States. But it also responded to the unintended ways that U.S. modernization efforts enabled peasants to weaken landlord power. Gobat demonstrates that the U.S. occupation so profoundly affected Nicaragua that it helped engender the Sandino Rebellion of 1927–33, the Somoza dictatorship of 1936–79, and the Sandinista Revolution of 1979–90.

Bridging intellectual and political history, Ghervas draws on the work of philosophers from Abbé de Saint-Pierre, who wrote an early eighteenth-century plan for perpetual peace, to Rousseau and Kant, as well as statesmen such as Tsar Alexander I, Woodrow Wilson, Winston Churchill, Robert Schuman, and Mikhail Gorbachev. She locates five major conflicts since 1700 that spurred such visionaries to promote systems of peace in Europe: the War of the Spanish Succession, the Napoleonic Wars, World War I, World War II, and the Cold War. Each moment generated a “spirit” of peace among monarchs, diplomats, democratic leaders, and ordinary citizens. The engineers of peace progressively constructed mechanisms and institutions designed to prevent future wars.

Spalding draws on nearly two hundred interviews with representatives from government, business, civil society, and social movements to analyze the relationship between the advance of free market reform in Central America and the parallel rise of resistance movements. When Cuba threw off the yoke of Spanish rule at the end of the nineteenth century, it did so with the help of another foreign power, the United States. Thereafter, the United States became involved in Cuban affairs, intervening twice militarily (1898-1902 and 1906-1909). What was the effect of U.S. intervention?
Conventional wisdom indicates that U.S. intervention hindered the rise of militarism in Cuba in the early years of statehood. This pathfinding study, however, takes just the opposite view. Jose M. Hernández argues that while U.S. influence may have checked the worst excesses of the Independence-war veterans who assumed control of Cuba's government, it did not completely deter them from resorting to violence. Thus, a tradition of using violence as a method for transferring power developed in Cuba that often made a mockery of democratic processes.

For forty years the Cuban Revolution has been at the forefront of American public opinion, yet few are knowledgeable about the history of its enemies and the responsibility of the U.S. government in organizing and sustaining the Cuban counterrevolution. Available in English for the first time, this outstanding study by Cuban historian and former diplomat Jesús Arboleya traces the evolution of the counterrevolutionary movement from its beginnings before 1959, to its transformation into the Cuban-American groups that today dominate U.S. policy toward Cuba. Arboleya also analyzes the role played by Cuban immigrants to the U.S. and the perspectives for improvement in relations between the two nations as a result of the generational and social changes that have been occurring in the Cuban-American community.
The United States and Cuba share a complex, fractious, interconnected history. Before 1959, the United States was the island nation's largest trading partner. But in swift reaction to Cuba's communist revolution, the United States severed all economic ties between the two nations, initiating the longest trade embargo in modern history, one that continues to the presentday. The Cuban Embargo examines the changing politics of U.S. policy toward Cuba over the more than four decades since the revolution.
While the U.S. embargo policy itself has remained relatively stable since its origins during the heart of the Cold War, the dynamics that produce and govern that policy have changed dramatically. Although originally dominated by the executive branch, the president's tight grip over policy has gradually ceded to the influence of interest groups, members of Congress, and specific electoral campaigns and goals. Haney and Vanderbush track the emergence of the powerful Cuban American National Foundation as an ally of the Reagan administration, and they explore the more recent development of an anti-embargo coalition within both civil society and Congress, even as the Helms-Burton Act and the George W. Bush administration have further tightened the embargo. Ultimately they demonstrate how the battles over Cuba policy, as with much U.S. foreign policy, have as much to do with who controls the policy as with the shape of that policy itself.
